Currently, an allegation has been submitted  against Rafiqul Islam Setu, a high-ranking assistant of the cashier, a trusted confidant of Port Traffic Director Enamul Karim, for physically & Mentally assaulting a person who is currently assigned to supply water to the Chittagong Port Authority Hospital.

Victim  mentioned in an interview with the media that since my workplace is separate from the Port Building, I do not always come to the Port Building. I completed my water supply work on 29/09/2025 and came to the Port Building to collect the necessary documents for filing the income tax return for 2024-2025.

After collecting all the income tax related documents, I went to the room of Mr. Md. Arif Mahmud, a high-ranking assistant working in the shipping branch of the Traffic Department, whom I knew before, for advice on some income tax related matters.

After talking to Mr. Md. Arif Mahmud and leaving the room, the assistant head of the branch, Mr. Rafiqul Islam Setu, called me in rude language. He told me, “Do your job properly. Don’t give people any trouble with water.”

In view of his words, I replied, “I am doing my job properly, my office is aware of this, if you still have any problem, then contact the office.” After that, he threatened me, “Do you know who I am? I will do as I told you, I don’t have time to talk to your officer.”

In response to his words, I said, “I can’t work according to your words, I have to work according to the directions my officer gives me.” After my answer, he stood up from his chair and came forward to physically attack me and abused me in foul and rude language.”

Victim  Mohsin said, “When I told Mr. Rafiqul Islam Setu that you were acting against the discipline of the office, he replied, “You are teaching me discipline, I will see how you do it.”

Victim also said, “Then the rest of the shipping department came forward and tried to calm-down Mr. Rafiqul Islam Setu, asked him to sit in his chair and tried to explain that it was not right for him to behave in such a bad way in the office. Everyone in the shipping department and Mr. Tarek (Lower Level Assistant) witnessed the entire incident.”

According to a complaint filed with the port authority,
“All the general employees of the Chittagong Port Authority and all the general people of this port area are clearly aware that Mr. Rafiqul Islam Setu is an Awami defector.

He had close ties with various Awami leaders during the Awami government that fled during the student uprising.
He used them to obtain financial benefits at various times, threaten the lives of ordinary people, and engage in other immoral activities in the area. There are cases of extortion, fights in political disputes and attempts to kill people in various places in the port area against him.”

Victim Mohosin also said that in this situation, I do not want to get involved in any kind of conflict with any Awami League culprit. In the current situation, I am suffering from insecurity in traveling to my workplace, including living with my wife and children in this area.

When Rafiqul Islam Setu was contacted about the complaint, he first took him to the office of the Director of Traffic (Enamul Karim) without answering any questions. Enamul Karim, after knowing the identity of the media worker, asked the media worker whether he had taken permission from the Port Secretary to come here. After this, after a long discussion, when asked if any written complaint had been received by the director, he said that he had not received any complaint. He also said that if anyone had a complaint about his personal matter, he would be held accountable. The media workers present also made the same statement against whom we came to take his statement, but we do not understand why he (Setu) brought us to your office.

While leaving the office, Setu repeatedly Requesting that ” I will talk to you after work today, Thursday is busy day, please sit down for a while”. What this sign means is certainly not yet understood.

According to a secret source, Rafiqul Islam Setu’s home is in Patiya Upazila of Chittagong, not days his Worth in various name of his family members not less than 100 core TK.  Rafiqul Islam Setu got a job at the port on the recommendation of a leader of the then Awami League, and since then Rafiqul Islam Setu has been working in good health.
Before this, he was transferred due to various allegations against him, but Rafiqul Islam Setu is still working in the Chittagong Port Building under some big-umbrella. Under which big-umbrella Rafiqul Islam Setu has maintained his position in the same department(traffic)  at the Port Building for more than a decade will be discussed in another episode.
