A press conference of BCS General Education Association was held at Joypurhat Press club on 26 September with Imrul Kayes, vice president of the organization of Joypurhat unit in the chair.
It demands protection of cadre composition, promotion, creation of posts, scale upgradation and inter-cadre discrimination.
General secretary of BCS General Education Association, Joypurhat unit Siddique Mohammad Abu Sayeed read out the written statement. In his speech he depicts various adverse phases of BCS General Education cadres at present days. Hence, the organization has taken various organizational programs to overcome that adversity. It sought cooperation from the authority concerned. In his long speech, he said education cadres were created to manage and control the overall education system from primary education to higher education in Bangladesh. But even in a long time, the education cadre has not been developed as a specialized profession. The activities of this profession have been curtailed through deprivation and discrimination. This profession is being swallowed up by unskilled amateurs, which is against the philosophy of Father of the Nation Bangabandhu Sheikh Mujibur Rahman.
He highlighted the need to appoint education cadre officers to manage education-related departments, directorates and projects in upazilas, districts and regions to achieve the national goal in education adding many posts are lying vacants in government college.
He points outThe Honorable Prime Minister has instructed to eliminate cadre discrimination by promoting all cadres to supernumerary posts, but it has not been followed. Prime Minister Sheikh Hasina has repeatedly ordered to address inter-cadre discrimination. But that instruction is not being followed. The speakers at the conference underline that education cadre officers are being deprived of full paid leave as the education cadre has been made a vacation department. Although the students enjoy holidays during the summer and winter vacations, the teachers are present at work due to the undergraduate and postgraduate examinations under the Higher Secondary, National University and Dhaka University, admission, registration, form fillup. As a result, teachers are facing a loss of Tk 10-15 lakh during retirement even though they are working during the leave of the students. In 2007, the Ministry of Education agreed to the full average paid leave of education cadre officers, but it did not see the light of the day due to lack of sincerity of the administration. Therefore, the association strongly demands to immediately declare the tenure of the education cadre as a non-vacation service and provide full average paid leave. A one-day strike will be observed across the country on October 2, 2023.
If there is no visible progress in meeting the legitimate demands of the education cadre, then a three-day strike will be observed on October 10, 11 and 12.
