The 3rd conference was held at the initiative of the Haor Bachao Andolan Central Committee.  The conference was held on July 6, Saturday afternoon at Latifa Community Center, Kazir Point, Sunamganj City, with the performance of the National Anthem.
A new central committee was formed after the discussion meeting of the conference.  The newly formed committee is chaired by senior lawyer Adv.  Shahiduzzaman Chowdhury, Executive President Senior Advocate Adv.  Swapan Kumar Das Roy and Bijan Sen Roy have been elected as General Secretary.

In the conference held under the chairmanship of Swapan Kumar Das Roy and general secretary Bijan Sen Roy, the chief guest gave a speech – former president of Sylhet District Lawyers Association Adv.  Emad Ullah Shahidul Islam.    Special guest speech – Senior lawyer Adv. Shahiduzzaman Chowdhury, Professor Chittaranjan Talukder, poet and writer Sukhendu Sen, Shahadat Hossain of Moulvibazar district, Chowdhury Mizbahul Bari of Habiganj district, Salim Chowdhury of Sylhet district, Monayem Khan of Netrokona district, Salim Chowdhury of Habiganj district, Sunamganj district  Yakub Bakht Bahlul.
Bijan Sen Roy, general secretary of Haor Bachao Andolan Central Committee, gave a welcome speech at the beginning of the program.  Among others, the organizing secretary of Haor Bachao Andolan Central Committee AK Kudrat Pasha, general secretary of Sunamganj District Committee Obaidul Haque Milan, journalist Shahid Noor Ahmad of Sunamganj Sadar Upazila, women leader Sanchita Chowdhury, Adv.  Subrata Das, Anjan Purkayastha of Jamalganj Upazila, Md.  Mizbah Uddin, Samchul Islam Sardar of Dirai Upazila, Jahangir Alam of Chatak Upazila, Abu Saeed of Shantiganj Upazila, Nazrul Islam, Radhika Ranjan Talukdar, Arun Kanti Das.
After the meeting, the new committee was announced.  The new committee was announced unanimously by the attendance of the conference, acting president Adv.  Swapan Kumar Das Roy.   During the discussion meeting, leaders felicitated Bijan Sen Roy as a creative organizer.
