Washington will seriously consider all diplomatic efforts with Russia to stop the war. But at the moment there are no signs that Russia is interested in meaningful dialogue.

Earlier this month, Russian Foreign Minister Sergey Lavrov said in an interview that they are interested in negotiating with the United States or Turkey to end the war. But eight months into the war, Russia has not received any significant proposals for reconciliation.

In that telephone conversation, he stressed the importance of continuing relations between Russia and the United States. At that time, Russian forces withdrew from the Kiev region, but were slowly advancing into the eastern Donbass and northeastern Kharkiv.
